What are those skills? How are they measured? By whom? "Quantifiable" means numbers, presumably scores from tests. Testing must be to an objective standard. Whose standard? Why that one and not another?

What is my portfolio? The public-domain stuff I did 25 years ago? The midnight editing job I did for a PhD candidate whose English was rotten? The current stuff that is proprietary?

Portfolios ... Some have 'em, some don't.
