I hope you didn't take my use of Arkansas as a disparaging. It was simply
an example of a state with a tech sector that still had a low
cost-of-living. My first thought was Mississippi but I thought that perhaps
the urban areas might provide a higher-than-expected rate.

And you're absolutely right. $25 to a contractor, who has to pay for their
own insurance, etc., is pretty tight here in the US.
