Hi, Kevin.

I believe your first sentence is correct, because, as someone
indicated, it involves the subjunctive:

We recommend that you not . . .

Webster's 10th Collegiate dictionary provides this example:

...recommend that the matter be dropped.

That, too, is the subjunctive.
