Frame 10 header numbering problem

Hello, 

I am having a problem with header numbering in FrameMaker
10.  

For example, I am working on a chapter where I have a heading 2
numbered as 5.10.1. The next section is a header 1 and the numbering is
5.3. The next few sections are heading 2 and they follow the 5.3
numbering, i.e., 5.3.1. , 5.3.2. 

The next section is a header 1 and
its numbering starts at 5.2 and so on. I have tried everything I can
think of but nothing is working. The sections and paragraphs in the
previous chapter and the chapter after this one are numbered properly.


Does anybody have any idea on what the problem could be, and how I can
fix this? Has anyone come across this in Frame 10?
