I know of no universally recognized certification for technical writers, online or off. In the UK, the ISTC does endorse a few short-term residential training courses, but I wouldn't say they have much weight in the industry. Not from what I've seen, at least.

I suppose the question is: do you want to do a course to learn something, or to gain credence in job applications? Because both goals are probably best served by building a portfolio, even if it only comprises pro bono / volunteered documentation.
