No, I think they're afraid of losing their jobs. Rules are rules.
Seriously, isn't this a government-wide thing for auditors?

Maybe they're just afraid of what will get into their food? (FDA and all
that.) Extra precautions.

Lunch is a special case. We've had some very friendly and non-robotic
FDA auditors come to our company, but they never join us for lunch.
There are apparently strict rules about not accepting any food or drink
from us besides water. They often bring a bag lunch and find someplace
private to eat it. This practice might extend to other government
auditors outside the FDA.
