What does this code stand for?

 Hi, guys...

I'm using an awful web authoring front-end that I have to use in some
instances, and it liberally populates the HTML code with the following:

 

It serves no use, it has no impact if I remove it, but it does get in the
way if I'm doing a search in the application because it will put them in
strings.

Anyway, anyone know what this signifies in HTML?

BTW...there is no option to have the supplier of the application make
changes, so don't even go there.
