The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
Admittedly, I have a bias (see sig below). But if the person seeking the
website is looking for "easy to use," in the sense of
administration/updates, WordPress will quite fit the bill better than any
static site, whatever tool you use to create it.
A glance at the Informatica source says that it's not WordPress-based, but
I could easily see how you might get those effects with WordPress.
Unfortunately, my plate's full. 8-(
