They didn't require the vehicles to be physically returned to the
dealers. From the comments below the article:

"A recall allows them to physically verify that the addendum has been
made to the manual, whereas mailing out notices doesn't guarantee the
owner will even stick it into the book. Whereas the recall notice
requires mailing only, the actual act (to ensure that future owners of
the vehicle have that extra sentence or two in the manual on a vehicle
that the recall has been 'performed' on) requires a physical act to
insert it into the book."

Does anyone know why they just couldn't send out a new manual and not
recall the vehicle? Was their training involved?
