It was traditionally standard engineering and miltary (and most other government department) practice to put them in the front. Some doc specifications may require it there. But as tech writers and other have tried to make docs more user-friendly, many have moved it to the back. Those working in industries with frequently updated material tend to rely on checking the revision history to verify whether they have the most recent update or not. In other areas, users ignore it. It comes down to, "Who cares about it where you work?"
