Normally my thoughts are more fluid than this, but here goes. If you're writing instructions on how to make a new widget using a UI you're documenting, would you say:


* Create a Widget

* Create a New Widget

* Add a Widget

* Add a New Widget

Also, if you're making something, isn't the "new" implied?
