Try posting to the Adobe ID forum. Include your platform, exact ID version
(from About InDesign), and a screenshot or two of document and master pags
to give an idea of what you're seeing, and a description or mockup of what
you expect to achieve.

The forum doesn't accept attachments. Instead, use the camera icon to
upload screenshots.
