Because your audience is the President, I suggest only submitting two pages:
Page 1: Executive summary to define the problem and potential solutions.
Page 2: Cost summary that clarifies ROI (current costs using current ideas
vs. future costs using your proposed ideas).
Also, it is very important to use language the President will understand
(avoid jargon and small details and focus on the big picture).
