Information might be not be contained quite so much on the Web, but it is in companies. From what I can see, companies want/need to control who has what information, and who is in charge of giving out that information. Information is power, after all.
The Web might be thought of as the new Wild West, but the exchange of information in firms is more like a banking transaction. Cameras follow your movements. You hand over your ID, and any other papers that might be required, and you leave after your one small transaction is quietly accomplished. No "surfing" allowed.
