You forgot:

9. Prepare for lots of calls and emails from SMEs who don't understand why
they can't use Ctrl-B to bold something and why all their toolbar buttons
are inactive.
10. Prepare for them to complain bitterly that they can't work this way.

(We're going through this now. We're also trying to learn how to create a
custom ribbon so that the users of the template get only what we want them
to and never see greyed-out options.)
