The only off-hand idea I have is to make the graphics as SVG and then
make the text as links to anchors in the final deliverable file(s)
using normal link syntax for XML-DITA.
But then your delivery format has to support SVG, which means PDF or
(X)HTML running in a relatively recent browser. Get ready to do some
XSL-FO programming....
