I don't see how adding an appendix would be any less expensive or time consuming than creating a new manual. A revision to add an appendix is still an ECO, you still have to scrap existing stocks of printed books and you still have to notify your existing installed base of a document change and distribute the revised manual to all potentially affected installations to avoid potential liabilities from someone using an outdated manual.
