Can the user dock the toolbar anywhere? Or is it only at the bottom?

I would have thought that a status bar only provides status updates, but
doesn't give the user a means to alter the workspace.

But, I may be wrong. Adobe calls theirs a status bar, and the user can
adjust the workspace zoom and other features.
