I am going with the graphic before the table. It's a lot less work than trying to make blinking representatives for all the modes.
I knew I could count on you.

I agree with that table, as described - I've done exactly that - but I would have the picture before the table, so the user would be visually oriented to that extent before they reached the table.

I view that as a minor "cognitive load" item.

John's idea is good. But don't forget to explain what the blinking
graphic means.

But does it have to be graphic? I've seen manuals with tables of text, e.g., with the following columns:

1. which LED
2. the state (off, green steady, amber blinking, etc.)
3. what it means
4. what to do

Then there would be a picture of the panel with callouts labeling the different LEDs.
