Just as a matter of principle, I would tell the offending agency to withdraw their submission of my resume. Even at a higher rate, I wouldn't reward them for their behavior. Whether you would want to allow them to represent you in the future is another question. I wouldn't.
If you've worked for the client company in the past, you might want to contact someone there directly and let them know who is and is not authorized to submit you for contract assignments.
