The job title seems right to me. What Raphael describes fits
salary.com's Technical Writer II description, maybe heading toward
III.

Stepped raises like that would take 3-4 years to get to market
average. Finding a new job that pays the going rate, he'd probably
make at least $50K more total in that time.
