Well, I would think that the hiring manager would send a write-up of what he or she is looking for, to HR...or the hiring manager would see what HR is sending out. Otherwise, yeah, that would be a problem. :>)

The only difficulty is that the requirements often simply do not match the
job to be done, and often include cruft like, "Three years' experience in
tech writing, including API writing and coding," which indicates a total
mismatch between HR and the hiring manager.
