In case anyone gets worked up about the instant download with the gibberish-looking filename, this is a legitimate and free download from Microsoft from a couple of clicks through the link Robert posted. It is 7/24/2018 updates to the Microsoft Writing Style Guide since its release in January 2018.

Here is what it says.
