The new Microsoft Writing Style Guide in its "What's New" section shows revisions by date for each section and the date of the complete guide rather than by version number for a complete printed volume. The Microsoft guide is readily available from anywhere, downloadable, free, and always current. Unlike what you said previously, the Microsoft guide has competent editors and subject matter experts contributing to the guide. They put their guide in GitHub for version control and commits but I don't think that should count against them.

How is the Microsoft online design not better than the Chicago printed book?

The content focus and context of the Microsoft Writing Style Guide is not on my like list. The guide is designed for writing customer-oriented sales pitches in computer technology communication. It is following the modern trend of sales first writing and development that makes technology giants.
