The STC uses BLS data, which doesn't make a distinction between
full/part/direct/outsources.
Perhaps some people are being hired with different job titles and
duties as an attempt to end-run around CA state labor laws that
mandate categorizing technical writers who create materials for use by
customers as non-exempt/hourly rather than exempt/professionals.
