Doc System for Internal and External Users

Which tools/technologies/methods do you recommend for a doc site that has both internal users who can access the site with no restrictions and external users who must log in to access the site? Iâve used RoboHelp and Flare and I donât recall that either fits the bill, but itâs been a while.
