That's a good question - and that's because it's not easy to answer:
Although, as you probably know and thus are asking, MS Word offers an integrated conversion tool, simply 'Save as' which doesn't work well - last time I checked. It includes the MS-proprietary tags.

I would decide based on the number of documents and complexity of document structure, links, cross-references etc. - and the goal.
*Where do you want this to go?*
Offhand:
If it's the occasional comparatively simple document with a linear TOC, open it in LibreOffice or OpenOffice and save as HTML. Again, last time I checked that worked well.

If it's a body of documents with more complex structuring, check the well-known help authoring tools out there that will import .docx seamlessly (more or less) and then create output from there. Depending on structure and size, be prepared for some editing effort yet, too. :)
