OK,
So, I was given like zero time to find out this answer for a client, but I though it was worth a shot to see if someone might know the answer on such short notice:
I am looking at authoring and publishing tools and I would like to understand if I can publish WebHelp from the Oxygen XML editor. In the documentation it just says support and something about a WebHelp plug-in, but I would like to have a definite answer if I am going to have to purchase another tool, besides the editor, to publish.
