Godawful WordPerfect--the DOS version, at least--will do the cross-references
and indexing you want, complete with hyphenated page numbers (e.g. Page 4-3).
But see if you can talk your bosses (the creeps!) into DECIMAL page numbers,
'cause they're sure clearer in an index. Which do you prefer:
Widgets 4-3-5-1 (i.e. Page 4-3 to Page 5-1)
Widgets 4.3-5.1
WordPerfect'll also handle decimal pages in cross-refs and indexes.
Word 6.0 and WPerfect 6.0 are both forthcoming soon, and if you can await them
and don't mind the bugs that're inevitable in major "upgrades," you might
wanna look at both. My experience suggests that WPerfect is great for
SECRETARIES who're sitting there with a manuscript in front of 'em, and that
MS Word is FAR better for WRITERS who worry words and fiddle formats much more.
