Mexico is changing under NAFTA, but even before that trade
agreement was signed, many companies had established operations
in the region just south of the U.S. border. I work north of this
border, in El Paso, Texas. We have seen more and more high tech
job opportunities appearing in Juarez, our sister city located
on the south side of the Rio Grande that divides this valley.
One of my colleagues almost took a tech writing job with a major
European company in Juarez, where he would have been working for
an Italian manager and with people from many nations, but mostly
Mexicans. An engineer I know did take a similar job, as did
a programmer. Both still live in the U.S. but commute to Mexico.
Commuting to work in a foreign country may not be what many tech
writers envision when they think about working in another land.
But national borders aren't what they used to be. For example,
I've heard speculation that if (a) Quebec were to become an
independent country, and (b) Quebec adopted the free-market, low-tax
policies of, say, Hong Kong, then we'd see lots of Americans
making their way north to a new land of opportunity.
