I do not agree with your logic. That would be similar to saying that
the word 'chicken' fails to include any members and that you would
have to alternate 'rooster' and 'hen'. This is as unwieldy as
alternating 'he' and 'she'.

Use the specific when the specific is intended. Use the generic when
the generic is intended.

Isn't a genderless noun more exclusive than the interchangeable
generic "he" and "she?" Since every human is of one gender or
another, doesn't a genderless noun fail to include anyone?
