Determine your layout based on how it aids understanding.
If HP has a standard layout that your user expects (I'm sure there
is a format guide somewhere), use it.
Your use of the whitespace in the left column should help determine if your
numbers and symbols are not flush with the text.
Otherwise, use subordination to help the user determine how your document
is organized. If text in a paragraph applies to the step above it, use the
same indentation or subordinate the paragraph:

* bullet applies to text above.
* 2nd bullet applies to text.
