As several people have pointed out, the best source for technical
communication salary ranges (by region and skill level) is the STC. My
personal experience is that freelance tech writers here in the Northeast are
getting $30-75/hour.
The range is quite large, but is not totally dependent on skill/expereince
level: length of contract is also a key factor (long-term commitments get
lower rates). This is something the STC hasn't yet addressed, although I
think that most of us are aware of it.
