In response to Ray's question on the verb "populate":

I've run into this one a lot in hardware, going back to the days of kit
computers (ouch, am I really that old?) in which you could buy the boards
"populated" or "unpopulated." Populated boards had the chips already soldered in
place, all you then had to do was assemble the boards. Unpopulated boards came
with a bag of chips (had to supply your own solder).

This usage seems consistent with that idea (fields with or without data).
