My experience is that an intial interview list is developed from the first
batch of resumes, and the survivors constitute the first short list. Then,
after some period of time to review a lot more resumes, a second interview
list is generated and the survivors are added to the short list. The short
list is called in for second and third interviews. If a clear winner does
not emerge the company starts the process over again (probably because it
has unrealistically high expectations).
