I suffered with that through ten years of MILSPEC writing, and a requirement
that the sections start on odd-numbered pages. Now that I'm not bound by
those requirements, I'm filling up the blank pages. I don't see any reason
why a chapter can't start on an even numbered page. My vote is to go ahead
and do what seems right.
