In defense of chapter-page numbering:
It makes it easier from a production standpoint, especially if there are last
minute changes. One page change doesn't mean you have to reprint the entire
manual. Also if you anticpate the product changing often in the near future,
then you only pull the chapter with changes without redoing the entire manual
for each change.
