Exactly. In fact, I'd rewrite it so the point of each step occurred
first (probably in italics), and the detals came later, so an experienced
person could ignore them while still running through the checklist:
6. REMOVE THE HEAD by removing the eighteen socket-head cap screws...
7. REMOVE THE OLD GASKET by scraping it from the head and block...
If a step has lots of substeps, interior lists with bullets or
"a,b,c" enumeration would work fine.
