In Webster's, I couldn't find the answer for "inch" for found one for "foot"
so I figure the same would apply. In the Weights and Measures table, they
give as an example: 144 square inches, 0.0069 square *foot*, etc. so I guess
anything falling under a single unit is singular.

And if you look under the metric equivalents, the same applies, so it would
be 0.0254 millimeter.
