In my writing, I call it "the '@' symbol" and use the symbol
itself.
If I couldn't simply write "the '@' symbol" (which has *never*
happened to me), I would call it the "at cost" symbol. From the misty
recesses of my memory, I remember "at cost" as being the proper name for the
@ symbol. The use of @ has expanded in the intervening
years, but that doesn't *necessarily* mean the symbol's
name has changed (though it could have).
In conversation, I call it the "at" symbol because most people
understand what I'm referring to.
