I think you'll find that the zonig restrictions apply to preclude large
amounts of business mail and business traffic from interfering with a
residential area.

I also live in an apartment. I had to get the owner's permission to operate
a business,and I had to obtain a city and county license. All three
applications asked about volumes of traffic, where I would be meeting with
clients, whether I'd be conducting business by mail or in person.

I think you can easily pursue a technical writinig business out of your
apartment without anyone knowing it. I also think you can do it legally by
truthfully answering the pertinent questions and aranging to meet with
client at their place of busines or over lunch.
