I am amazed that a few people have said this also:

For the majority of us, it's a nightmare. I'd like to know:
1. How long are your Word documents?
2. Do your Word documents have section breaks? Footers? Headers?
Styles? Graphics?
3. Which build of Word 6.0 are you using? (Mine is 6.0C. )
4. And are you sure you're talking about PCs with Windows 3.1 (or
3.11) and not Macs?
5. Most importantly, WHERE DID YOU GET THE FILTER? I've checked the
Frame web site and they mention Word 2.0 filters, but I saw no
mention of Word 6.0 filters.
Those are the only things I can think of that might make a
difference, but there are enough of us on this list who are saying
that we have a problem that it must indeed BE a problem. Maybe it
really is easy to do once you have the instructions, but if it's hard
to find the instructions, that's not much consolation!!
