Numbering

My associates and I have been having a discussion about the proper way to carry
numbering sequences.

First, some background:

We write technical proposals for the communications industry in response to bid
and proposal solicitations ansd some of them are quite technical. For the most
part, we use government numbering:

1.0
2.0
2.1
2.1.1
2.1.2
2.2
2.2.1
2.2.2
2.2.3
2.2.3.1
2.2.3.2
2.2.3.2.1
2.2.3.2.2
2.2.3.2.1.1

etc. You get the idea.

Now, the question.

Would I have been able to put a 2.1 if I hadn't used a 2.2? If not, how do I
do a 2.1.1 and a 2.1.2 if I hadn't used a 2.2
