Not all chapters have competitions. Not all members can submit their work.

** Yes and no. True, not all chapters have competitions; but where there
are no competitions, all members, and indeed non-members, can arrange
to enter competitions remotely.
On the other hand, if there is a competition in your area then that's
what you enter. And I don't think you could compare what it takes
to win a competition in one chapter with what it takes in another,
so widely do they differ in size.
