Regarding humorous and off-topic discussions....
TECHWR-L provides a lot of useful information. At times, however, off-topic discussions and humor posts almost overwhelm the list. Humor is important for relieving stress. However, that's what friends are for. Many of us work in corporate environments where it sometimes would be difficult to justify taking the time for TECHWR-L. (For example, on the days filled with postings on sexual asphyxiation, drug testing, and Dr. Seuss--all of which have occurred in the past).
Other mailing lists, such as UTEST, manage to keep a focus on their profession; I think TECHWR-L can, too.
