Correct. And if it turns out that the writer _does not_ know the application
that they claimed to know, that should be grounds for dismissal. If they lied
about that, what else did they lie about?

As far as advertising for technical writers, stating that a software skill is
_required_ is a Bad Thing (TM). You have immediately limited your field of
potential candidates. Software skills should be preferred.
