Here is an excellent example of the misue of *-ity* as a suffix. Since the
suffix denotes a quality of that to which it is affixed, it should change a word
into a noun rather than an adjective. Since *effectivity* as a noun doesn't
quite roll off the tongue the way *effectiveness* does, the former probably
won't replace the latter (at least we can hope). Garrett's right, as well, in
that a noun-type term is being used in place of a perfectly good adjective
(although I'd use it as a predicate adjective).
