You don't use a popup, at least not conveniently. You can do crawlers and
multiple windows with JavaScript, though, and those can approximate popups.
However, only the newest browsers can handle it.
You can do the same thing for navigation, or you can use a series of gifs
that each have all of the titles of your pages, but each gif highlights a
different page title, thus giving the illusion as the viewer moves from page
to page that the same gif is tracking his progress. In reality there are
just several gifs. This strategy works even without the newest browsers, but
it doesn't look as nifty.
