I don't know what is in those academic papers that are being
converted to PDF, but once something is published (via most any
tool, paper or online) plagiarism is instantly possible. Without
conversion to RTF, Acrobat (.PDF) files can easily have the text
copied from them using the copy and paste capabilities of any
operating system. Graphics can usually be captured in some
fashion (if nothing else works, the user can make a "screen
shot" of the graphic).
My answer implies that it does not matter whether the PDF to RTF
shareware exists; if someone wants to copy the contents of your
electronically-delivered documents, they will, and quite easily.
