I agree with Jane. PageMaker and other DTP programs such as Quark (and, yes, even MS Publish which I use to do our quick reference cards because the boss says so) are great for small, design-intensive projects. For manuals, though, forget it. DTP programs simply have no clout when it comes to TOCs, indexes and the like.
